Round Lake Park police say man was tattooing without a license

Round Lake Park police say they were verifying a convicted sex offender's address Monday morning when the man's brother was discovered operating an illegal tattoo parlor.

Michael A. Mindy, 23, was charged with not having a tattoo operator's license and failure to possess a required health certificate. Police Chief George Filenko said Mindy was released on a recognizance bond.

Illinois Department of Corrections records show Mindy served about eight months for a burglary conviction and was paroled from prison on May 17. Filenko said Round Lake Park police plan to notify state corrections officials about Mindy's arrest.

Filenko said a patrol officer and a detective went to the mobile home in the 200 block of Newhouse Lane at 11:20 a.m. Monday to check if Mindy's sex offender brother was living at the address he provided to authorities, as required. He said the man was compliant.

Filenko said Mindy wound up the focus of police questioning when they noticed a car parked at an odd angle in front of the trailer home.

Filenko said police learned the car belonged to a 30-year-old woman who was visiting Mindy so he could complete shading for a shamrock tattoo that he had started. Cops retrieved a tattoo gun, ink, needles and a portable generator Mindy used for his work, the chief said.

"He was definitely doing tattoos, by his own admission," Filenko said of Mindy.
