Casinos a poor way of raising revenue
Noting that the new casino in Des Plaines will be sitting on four inches of water to be legal in Illinois, the whole venture is a poor way of raising revenue. The casinos were to help pay for education and they significantly don't.
Reminds me of the requirement said to keep the students "moral" at some coed college dorms. The students, when visited by another of the opposite sex, were required to have a book wedged in the door. They were said to sometimes use a book of matches.
