Define 'without compensation'

The most recently amended Aurora Housing Authority bylaws specify that the mayor shall appoint commissioners to serve on the board "on a voluntary basis and without compensation."

The city of Aurora then pays each commissioner $75 to attend each and every meeting. The board meets at least twice monthly, and for a combined total of generally 75 minutes. I ask, what are the definitions of "voluntary" and "without compensation?"
