Runner-up deserves primary nomination

In the primary race for lieutenant governor, the people of Illinois awarded Scott Cohen the most votes (212,902 or 26 percent) and Al Turner a close second place (182,432 or 22.3 percent).

In a true democracy, and if the people's vote really matters, shouldn't the nomination automatically fall to Al Turner now that Scott Cohen is eliminated? The voters' input regarding candidate choice isn't even being considered now!
