Why has president not acted?

The president promised a health reform before the election. Why he, the weakest president of the history of the U.S., is not acting is beyond my comprehension. If we don't act, this growing burden will mean more lost jobs, more families pushed into bankruptcy like mine, and more crushing debt for our nation.
