Ban use of phones while driving

We see signs around our village that say "Buckle up it's the law," but when is someone going to do something about people who drive around while using cell phones?

They are a distraction and a danger to other motorists and people walking down the streets and intersections. Buckling up is important, but it's more important to drive your car safely and concentrate on the road and not being a danger to others. They need to be fined for negligent driving.
