Aren't there rules in Congress?

What Blagojevich was trying to do was wrong, trying to cut a deal to sell the senate seat. Now he is facing fraud charges. After 190 years of corruption in Illinois, Blagojevich should not be the only one on trial.

But I see no difference in that and what Harry Reid has been doing. Harry Reid's compromise is just as corrupt. Seems that Harry and others involved should be facing fraud charges also for selling votes, making deals, doing anything possible to get the votes.

At least seven senators demanded deals worth millions to benefit their home state before they would vote for health care. And they are doing all this for the good of America?

Aren't there rules in Congress that would prevent this kind of underhanded deal? There should be.
