Zoo vs. kids; where does Quinn stand?

Think about this paradox. Gov. Quinn gives $15.6 million to Brookfield Zoo which in turn will save X amount of Zoo personnel; but fails miserably to reimburse Clearbrook money owed by the state since July 2009, thereby endangering X amount of Clearbrook personnel (who have been laid off once before in 2009 by state budget cuts and since rehired) - in addition, endangering the services used by those who are dependent for their "bare-bones" quality of life on the services, workshops and group homes provided by Clearbrook.

Make no mistake, I am an avid animal lover; but I am also the mother of a special-needs child. Can you guess where I stand on the morality of this gift to the Brookfield Zoo?
