Quick fix for low bridge problem?

After reading Marco Santana's Jan. 8 article on bridge debris, I realized that I had seen a "fix" several times om my drive to Atlanta in November this year. In Kentucky, of this type of fix was used to raise the bridge levels to safe heights for tall trailer traffic.

This really seems to satisfy the clearance requirements for the trucks and also to give a low cost to the state. It consists of lowering the roadway under the bridge by removing a foot or so of ground under the bridge and then over a distance of several hundred feet on either side of the bridge, sloping the normal roadway to meet this lowered level.

This seems like a very good fix, instead of re-building the existing bridge or overpass. I would hope that some county engineer (I am a retired engineer) would strongly consider this, as it would benefit truck traffic, remove the hazzard as it currently exists and not cost Dupage County an arm and a leg.
