Prosecutor calls fatal police shooting accidental

URBANA -- Champaign County State's Attorney Julia Rietz has concluded that the shooting of a 15-year-old Champaign youth by a police officer in October was an accident.

She says her office has no plans to file criminal charges against Officer Daniel Norbits.

Rietz released Tuesday her own 13-page summary of the Illinois State Police's 1,000-page investigation into the Oct. 9 shooting death of Kiwane Carrington, and the arrest of his 16-year-old friend, Jeshaun Manning-Carter, also of Champaign.

Rietz says her review was for the sole purpose of determining if there was sufficient evidence to warrant criminal charges. She says it was not to determine if there are grounds for a civil lawsuit or if Champaign police violated any of their own departmental policies.
