• Two men were arrested and one was cited in a routine traffic stop at 10:41 p.m. Tuesday at Randall Road and Royal Boulevard in unincorporated Elgin. Police said driver Uriah A. Helland, 27, of the 6N600 block of Tucker Avenue, St. Charles, was issued a citation for loud exhaust. Passenger Javier Rosas, 27, of the 3100 block of Fullerton Avenue, Chicago, was arrested on a warrant for a parole violation, according to a report. Also arrested was passenger Gene J. Ettner, 46, of the 37W800 block of Binnie Road, West Dundee, who was charged with possession of cannabis.

• About 50 CDs in a soft carrying case and a brown checkbook were reported stolen Oct. 30 from a vehicle on the 5N500 block of Route 25 in unincorporated St. Charles, according to a police report.

• Nelson D. Blalark Jr., 38, of the 400 block of Park Street, Elgin, was arrested at 11:35 p.m. Monday and charged with attempted obstructing justice after providing a false identity to police in a traffic stop at McLean Boulevard and Lillian Street in unincorporated Elgin, police said.
