Treat health care better than Iraq

We invaded Iraq with the approval of the Senate. The rationale for this war was a threat of "Weapons of Mass Destruction," which were ostensibly a product of poor intelligence foisted upon that august body of legislators. Now the Senate has a health care reform bill that by their assessment will not increase the federal deficit over the next 10 years. To manage this the revenues to support the bill are to start in year one while the benefits will not flow until year four. This fits their rules but seems as misguided as their Iraq war approval.

Who's poor intelligence is this?
