Let's work numbers in our favor

I just got a memo, 9/18/09, from Melissa Bean stating the uninsured number for health care to be 45 million.

Yesterday on TV, Barack Obama used a number of 30 (million) to 31 million.

Which one is lying or playing fast and loose with the numbers? That's a 31.11 percent reduction in two days; perhaps they can work the same magic on our taxes.
