Cash for Clunkers for seniors?

A version of "Cash for Clunkers" might be one answer to reducing government costs for medical care. Seniors could be offered incentives to forgo expensive medical procedures.

Let's say that those who need costly health care be given the option of agreeing to accept a cap on their medical costs in exchange for a government bonus of $20,000.

It would be comforting for sick seniors to know that they are not a financial burden. It would save the government from large medical costs associated with the last years of life and the term "Cash for Clunkers" would be appropriate.
