There's no reason to wait on FOIA

When Congress passed the largest spending bill in the world's history (TARP); it was effective immediately. Yet when Gov. Quinn signed the FOIA, it does not take effect until Jan 1.

Will the four and one-half months give the numerous governing and taxing bodies in this state enough time to purge their files?
