Wheeling's vote on Smith was a crime

I just saw a very good dog and pony show called the Wheeling Village Board meeting. Now I understand why politicians are not to be trusted.

When Smith Family Construction came before the board and was promised $7.5 million for the Prairie Park project years ago, Mark Smith should have realized the verbal and written commitment held no water - any company wanting to do business in this town should make sure they have all promises written in blood.

I haven't lived in Wheeling for years but I'm old enough to remember past political scandals. The vote NOT to honor this commitment is a scandal. What happened in the past two months to change the vote from 6-1 in favor to 5-2 against?
