Questions reasoning for attorney's raise

According to the Hoffman Estates Village Board, they voted to raise Village Attorney Art Janura's hourly rate to $192 per hour because "... the work needed for the Sears Centre deal will require additional attorneys from Janura's law firm, Arnstein & Lehr, LLP."

How does the need for more lawyers to handle the Sears Centre fiasco justify the "yes" vote on the raise request? I don't see the connection.
