Keep care private not exactly a change

Today's Daily Herald headline asked: "Health care deal near?"

Under a proposal by Sen. Kent Conrad, a North Dakota Democrat, consumer-owned nonprofit cooperatives would sell insurance.

No need to see if this will work, we have had it since the 1930s, it's called Blue Cross Blue Shield.
