Why can't park be fixed up in spring?

I wonder if the Arlington Heights Park District can answer my 7-year-old grandson's question: Why couldn't they do the work on the park in the spring so the kids can use it in the summer?

This little park on South Harvard Avenue has been under construction all summer. There have been more days than not when no work is being done at all. The playground area just sits there fenced in.
