Medicare should be open to everyone

As a Medicare recipient who has a supplemental policy, why can't this same program be opened up to everyone?

My policy is with Humana, and they get the $96.40 per month from Medicare Part D. I have the choice of several different policies that I can choose to pay extra for more coverage.

I can go to any doctor I wish in their system. I can go to any other doctor with a referral from my primary care doctor. My only cost is $30 for a specialist and $550 for each hospital stay. If Medicare was opened to everyone, then each person would pay under $100 and the pool would be large enough to cover the cost, while letting each person to pick the coverage that they want.
