Quinn soon to detail budget cuts

Gov. Pat Quinn says that while no state agency will be spared in budget cuts, the state will do its best to help children and the vulnerable.

Quinn told reporters Wednesday that everyone will have to tighten their belt. He says it's unlikely programs or agencies will get as much state money they have in the past.

The Chicago Democrat has proposed about 2,600 layoffs and wants to talk to union officials about giving up a pay raise and taking furlough days. There already are furlough days for nonunion employees and legislators.

Quinn says even if lawmakers eventually pass the income tax increase he wants, layoffs and other cuts will remain.

The governor intends to detail the budget cuts after a meeting with administration officials on Friday.
