Make state cuts across the board
It seems the loss of funds to balance the state budget always reverts to those who need just a "little help" the most.
Because payroll expense is the largest part of most budgets, why not make a 10 or 20 percent reduction in the salary or hourly wage of all employees from the governor down to the lowest wage-earner on the payroll?
This solution would eliminate the legitimate protest of American citizens that the programs for those less-fortunate are always the first to suffer. This idea could also apply to our federal budget situation and most city financial woes.
To be effective, this decision would have to supersede all union contracts and all other contracts in effect at the time. It makes more sense to have more employees continue working than to remove the lower echelon of employees from the payroll. Fairness should be the preferred solution.
