Water marshalls would fight piracy

I think the easiest way to prevent piracy on the open seas would be to have three or more heavily armed "water marshalls" on board commercial ships just like airlines have sky marshalls.

The old laws about having no weapons on board are archaic and need to be updated to reflect the current situation.
