What's going on with ramps in town?

Is the village really removing handicap ramps in violation of ADA regulations? Who is responsible for this at the village? It doesn't seem possible that we would be using taxpayer's money for actions that violate existing regulations, and are dangerous and inconvenient for our handicapped residents.
