Use treaty as basis for Mideast peace
The 1994 Dayton Peace Accord for Bosnia-Herzegovina could be the model for the Israeli-Palestine dispute. Bosnia is for external purposes one nation. Internally, it consists of two states. One is the Muslim-Croat Federation. The other is the Bosnian Serb Republic. It has a rotating three-man presidency.
The two-house Parliament and the Constitutional Court are based on preparational representation of the three groups, Serb, Croat, and Bosniak (Muslim).
Under a similar plan, Israel would be one state. The other state would be Judea, Samaria and Gaza. They would be two self-governing for internal matters. Together, the two states would form one nation for external purposes.
Each state would have a separate parliament for local matters. The two bodies would vote on the external matters, i.e. defense, foreign policy, etc. There would be one army, one currency, in Hebrew on one side, Arab on the other side. Jerusalem would be like our Washington, D.C.
I believe the Israelis could accept the plan, while the Palestinians might be more problematic. Of course, Hamas and Hezbollah would be the obstacle. My plan might make too much sense.
