Tally cost of not learning English?

I wonder if there is a direct, positive correlation between Hispanics in America who don't learn English and the monetary amount of government entitlements received (Medicaid, food stamps, Welfare, Section 8 housing vouchers, free school lunch, school fee waivers, etc.).

We already know that thousands if not millions of public dollars are spent translating documents, hiring bilingual interpreters and the like. It would be an enlightening study and the results would either quell or fuel the anger that many Americans feel toward immigrants who choose to not learn English.

If the research has been done and the results quantified the "Daily Herald" should seek out this information and publish it if possible. It would make for an interesting read.
