When were our banks nationalized?

I am hearing complaints against Northern Trust Bank regarding their sponsoring a golf tournament after our government gave them approximately $1.5 billion in bailout money. This sounds horrible. But wait, Northern Trust mentions that they were not in any particular financial stress and had not asked for the money and had not wanted to accept the money from our government. They finally accepted it after the government strong-armed them, stating they wanted all major banks to take the money. What is wrong with this picture? Why is our government giving money away needlessly? Is there any accountability for our own government? That is our tax money being thrown around, and the politicians are wondering why the American people aren't all on board this "bailout"plan? I am disgusted by these people we elect throwing money at every problem like it grows on trees. These are the same people who got us all into this mess. Who decided that our government owns all of the banks in the country? When were they nationalized? Nancy Pelosi and Dick Durbin can vote for the bailout then fly off to Italy and Greece but the banks cannot hold events that they had scheduled well before the bailout, which they hadn't wanted anyway? Term limits is actually looking more sane as time goes by. Our government is completely out of control. It really is time for a people's revolution. As to where we start and how, I am open to suggestions.
