Was this the advice Bush gave Obama?

As the presidency is transferred from Bush to Obama I understand that it has become customary for the outgoing President to leave the incoming one a private note in the desk in the Oval Office. My suggestion: Dear Barack, I hope that you, Michelle and your lovely daughters enjoy the White House as much as Laura and I have. On a serious note I have left you 3 envelopes to open in their numbered order. When you have your serious crisis open # 1 and so on for my advice to you. In order they are: 1. Blame the last guy in the office. 2. Blame the economy. 3. Prepare 3 envelopes. Sincerely, George.
