Lt. Gov. Quinn plans ethics panel

SPRINGFIELD -- Illinois Lt. Gov. Pat Quinn says he plans to convene a panel that would make recommendations on cleaning up state government.

Quinn says he'll appoint former federal prosecutor Patrick Collins to lead the panel. Collins prosecuted the case that sent former Gov. George Ryan to prison for corruption.

Quinn tells the Chicago Sun-Times that Collins is "tireless and an extremely hard worker" who will be able to "provide remedies to Illinois' political ills."

The lieutenant governor says the panel should have about a dozen members and issue a report with its recommendations and actions.
