Cut back on village trash collection

In these rough financial times, why can't the village cut trash pickup to one time per week thus saving taxpayers a significant amount of money on refuse collection bills?

As far as that goes, why doesn't the post office cut out Saturday deliveries and stop raising the cost of stamps and their other postage rates so often?
