Not enough plans for snow plowing?

I was interested in your recent story about suburban towns that were cutting back on plowing and salting streets because of budget shortfalls. Isn't one of the most important responsibilities of local government public safety? For the past couple years, despite the cries of global warming, we've seen an increase of cold and snow. Shouldn't local planners have included more money for salt and plowing the streets in their budget? I guess they didn't figure the cost of their citizens getting injured in accidents as part of their budgets either; because they don't have to pay for them.
