Ideas for safer construction zones

I can't believe that IDOT allows a right turn on red and doesn't have a left turn on arrow only sign in all construction zones. The intersection of Harnish and Randall roads in Algonquin was a bad accident waiting to happen during the construction, and it finally happened recently.

That intersection is dangerous enough with no construction in good weather. I blame IDOT for not taking extra safety measures to prevent this accident that sent three people to a hospital in serious condition. IDOT, wake up in construction zones.
