Discipline considered for village officials

Two top Glen Ellyn administrators may be disciplined over misconduct allegations, with a decision possibly coming as soon as Monday night, sources said.

Since August, village officials have been meeting in executive session to discuss whether to discipline Police Chief Phil Norton and Planning and Development Director Staci Hulseberg, sources said.

Numerous village officials - including Village Manager Steve Jones - would not discuss the nature of the allegations.

Village President Vicky Hase did not respond to numerous phone calls, nor did Norton and Hulseberg.

Despite the secrecy, the matter has been widely discussed on a Glen Ellyn message board that's independent of the village.

The discussions, in which participants are not identified by name, mostly support Norton and Hulseberg.

Norton has been with the police department for more than two decades; he became chief in 2001.

Hulseberg became Glen Ellyn's planning and development director in 2004. Before that, she held similar positions in Woodridge, Hanover Park and Highland Park.

Both Norton and Hulseberg have hired attorneys, sources said, and have not appeared before the village board in the closed-door sessions.

Trustee Pete Ladesic said there's been no proof presented to the board of any misconduct.

"There's no indication that there's anything in our employee manual that they violated," he said. "If there are any indiscretions, there has been little, if any, due process afforded to these two valued department heads."

A public vote is required before anyone is terminated or demoted.

Residents are signing online petitions in defense of Norton and Hulseberg, and are expected to attend Monday night's village board meeting to show support for the two.
