So who gets the tax cuts?

Sen. Obama states he is going to give 95 percent of Americans a tax cut. Forty percent of Americans do not pay income taxes. Is he going to give them money from the government to accomplish this? Or does he mean he is going to give a tax cut to the 95 percent of the 60 percent of Americans that do pay income taxes? Just wondering.
