Q&A with Moore

Q. Why are you running for this office? Is there a particular issue that motivates you? What will be your main priority in office?

I have held this office for two full terms of office. During my tenure we have made significant improvements to the office and customer service. We have automated the office for efficiency and plan more state of the art improvements during a new term of office. Our main priority during the next term will be to pursue and enhance e-filings, e-signatures and establish electronic certification of documents.

Q. As an incumbent, describe your main contributions and important initiatives you've led.

During my tenure we implemented point-of-sale recordings. The recording process and return of documents previously took as long as 3-4 weeks. We now return customer documents at point-of-sale.

Q. Currently in the Torrens vault there are still tract books mildew-damaged from the Chicago flood being used for reference. Why haven't these books been converted to prevent the impending loss of this information for all time?

Torrens was abolished in October 1985. However, we continue to maintain the Torrens Certificate book for reference. It is our plan to digitize the Torrens books and convert the information to CD format. Upon completion of the project we will store the books off-site.

Q. Daily Herald employees have occasionally come across land sales long-since executed but not reflected properly in the recorder's records. What auditing programs or efforts do you currently conduct to make sure records are as accurate as possible?

We have quality control staff that review documents for accuracy. This process is tedious and requires intense scrutiny of documents. Our lag time is approximately 2-3 days currently. It is our goal to reduce this time to a day.

Q. Do you support the unification of the county clerk, assessor and recorder of deed's office? Why or why not?

No. These offices are statutory and would require an amendment to Illinois Statues for any change. Such an amendment would not only affect Cook County but all of the counties in the State of Illinois.
