Briefs: Wheeling emergency declared

Acting Village President Dean Argiris declared a state of emergency after flooding in Wheeling over last weekend. If any homes in town have had flood damage, residents should call the village at (847) 459-2633. A message should be left with the resident's name, address, daytime phone number and brief description of flood damage. The state of emergency may help residents recoup federal funds for flood damage. Permits also have to be obtained for repair or reconstruction of flood-damaged structures.

Harper approves 2009 budget:

Harper College trustees have approved the fiscal year 2009 budget with only minor changes from what was proposed in June. Harper plans to take $11.3 million from reserves to fix aging buildings and infrastructure. Included in the drawdown is a $6.8 million match for a state capital grant to renovate two classroom buildings, but school officials say the match is probably unnecessary since the state hasn't provided capital projects funding in several years. Harper's total budget is $187 million, a 4.5 percent increase from last year.
