Illinois' lack of trust in teen drivers

A recent article stated that there were over 4.3 million babies born in the USA, in 2007. That is a record.

I am curious. Just how did the Democrat-run Illinois legislative branch and the Democrat-run Illinois executive branch, all the way back in 2003, when they started stripping teens of their liberty and freedom, know for certain that not a single one of these 4.3 million children born nationwide, would naturally possess the ability to drive safely and without their "help" in 2023, 20 years later?

They must have one heck of a crystal ball that they knew that there was not even a 1 in 4,300,000 chance that a teenager could ever drive well.

Or are they just saying that only Illinois teens cannot drive safely on their own?

My, what a bright, optimistic, diversity-filled, freedom-and-liberty-loving outlook on life they have!
