Why bother having a Constitution?

So why bother having a Constitution and Bill of Rights when we have an executive branch that ignores the judicial process and courts and a legislature that's too cowardly to act on these abominations?

Do these new rules apply to the general public as well? Can we all now choose to ignore any law or judicial decision we wish by saying, "well the president does it?"
