Daley, Olympics and public money

Chicago Mayor Richard Daley and everyone else have said "No public money will be used for the Olympics (like O'Hare)."

Thus, who is paying for Daley's trip to China, for his wife and his Olympics entourage?

Also, I would imagine that taxpayer money will be used for the Olympic infrastructure, cops, etc. If so, how much?
