Why does Congress refuse to impeach?

What in the world does it take for our government to do its job?

We saw the Republicans spend tens of millions of dollars to go after president Bill Clinton because of oral sex, but this Congress can't go after George W. Bush for all the obvious criminal activity that he and his administration is actively engaged in.
