Ex-Waukegan cop accused of kidnapping, sex assault
A former Waukegan police officer is being held in the Lake County jail on $2 million bond after he was charged with restraining a woman and then forcing her to perform sex acts on him, police said.
Delatwon A. Haynes, 32, of Waukegan is charged with four counts of aggravated criminal sexual assault; one count of aggravated kidnapping; two counts of aggravated criminal sexual abuse; and eight counts of official misconduct, Waukegan police said in a news release Tuesday.
Haynes, who was employed with the Waukegan police from 2001 to 2008, resigned after he was told he was facing an administrative investigation stemming from the charges in January, police said.
Waukegan police said they received a complaint from a resident that Haynes confronted her while she was walking in the 900 block of North Lewis Avenue in the early morning of Jan. 6, 2008.
The complaint alleges that Haynes initially spoke with the woman and allowed her to leave, telling her to go home for the night, the report said. About 30 minutes later the officer confronted her again and this time ordered her to get in the back of his vehicle, the report said.
The complaint alleges that Haynes then drove to the back of an abandoned building on the 1700 block of North Lewis and forced the woman to perform sex acts, the report said. The woman was then driven to an area near her residence and released, the report said.
Waukegan police and the Lake County state's attorney's office began a criminal and administrative investigation into the allegations in early 2008, the release said. Police said Haynes was immediately stripped of his police powers after the accusation, including the confiscation of his duty weapon and badge.
An arrest warrant for Haynes was issued June 23, the day he was taken into custody by police.
