Public input needed in Elgin
The newly formed civic group ARCHES (which seeks to promote the revitalization of Elgin's historic sites) wants to raise awareness of a proposed amendment to Elgin's zoning ordinance. This proposed change is very important and should have a significant effect upon the City. However, the most recent public hearing only had three people come to offer input. Only one of those three individuals was a resident of Elgin.
We believe good government requires careful and thoughtful citizen input on such important matters. The next chance to provide public input will be at the July 7 meeting of the Elgin Planning and Development Commission. This will be at 7 p.m. in the city council chambers.
This proposed ordinance is called "Chapter 19.14 - Architectural Design Review." It proposes all new construction, or exterior remodeling for which a building permit is required, must be reviewed for its visual acceptability, relative to the surrounding neighborhood. This will require builders and re-modelers to provide elevation drawings and material specifications before building permits can be issued.
The proposed ordinance change is 11 pages in length, so it will require careful reading and consideration. The document may be viewed on line at the City of Elgin web site. Go to agendas and minutes, then to planning and development agenda with attachments, then to 5-5-08. Or you may contact the City of Elgin's Planning Department, (847) 931-5943 to request a copy.
This ordinance does not apply to any of Elgin's historic districts. Nor does it apply to any projects that get approval through the planned development process.
ARCHES is not taking a position on this proposed change. But we do want to make sure this important addition to the City Zoning Ordinance receives broad citizen review. Your time and input can help to produce a better Elgin.
