St. Charles promotes two employees
Two city employees are being promoted into new roles, St. Charles officials announced recently.
Development coordinator Rita Tungare has been named interim director of community development. Environmental laboratory superintendent John Lamb has taken over as environmental services manager.
Tungare, who has worked for the city since 2000, and Lamb, a 10-year employee, each replace colleagues who have either resigned or announced plans to retire.
City officials cited their years of experience with the city as one reason for the promotions.
Lamb replaces Cliff White, who stepped down as environmental services manager in December after taking a municipal job in Wisconsin. In his new job, Lamb oversees general operations of the department, which monitors water use, sewage treatment and recycling. His salary is about $90,000.
At the end of June, Tungare is slated to replace retiring Community Development Director Bob Hupp on an interim basis. The job entails reviewing proposed developments as they move through the city planning process. Her new salary will be about $115,000.
City Administrator Brian Townsend said officials will fill the community development post permanently within a year.
Lamb was president of the Illinois Water Environment Association in 2007-08 and is a member of the Water Environment Federation and the Northern Illinois Water Analysts Association. According to the city, he has an environmental science degree from DePaul University and 25 years of technical and administrative experience in the field.
Tungare, who was born in London and grew up in India before moving to the United States in 1988, is a certified planner who has more than 12 years of experience in the private sector, the city said. She has an architecture degree from the University of Bombay in India and degrees in architecture and urban planning and policy from the University of Illinois.
