Code enforcement -- the vigilante way?

Seems Jerry Deering takes his job seriously as head honcho of Elgin's code enforcement.

Imagine getting busted by the No. 1 man on the "no notice nuisance laws" for stuff not even in the city's jurisdiction.

Does Deering use a city vehicle to patrol our neighborhoods or does he use his own? Does Elgin pay him to patrol the streets in addition to his supervisory duties or is this his own crusade against homeowners, especially ones that have views unpopular with the politicians ensconced in city hall?

I realize the council is proud of fining 750-plus homeowners for nuisance law violations, but how many resulted from Deering's vigilantism or crusade -- however you look at it?
