Isn't it illegal to block sidewalks?

Why do so many cars in the Waverly Park subdivision of Rolling Meadows park across the sidewalk blocking our kids from using it?

They have to step in the mud and snow to walk in the street to get to school or to get around the car. I thought it was illegal to block the sidewalk with your car.

Maybe the Rolling Meadows police could check Willow Lane and Birch Lane in the afternoon and overnight for these illegal cars blocking the sidewalks, so our streets will be safer for all.
