Did these ideas come from under a rock?

A writer recently suggested that what the world needs is "… a more biologically controlled leadership," and that we should "… follow the worldwide trend for a different kind of leadership, a female leadership."

Where do these people come from, under a rock in the remotest part of the planet?

The terms "biologically-controlled" and "leader" are oxymorons.
