21 charged in Waukegan undercover drug investigation

Waukegan police said Friday they have charged 21 people with making street corner drug sales in the city's first ward.

Police Chief William Biang said small purchases of crack cocaine were made from the dealers by an undercover investigator on loan to his department from the Cook County State's Attorney's Office.

The transactions made during "Operation Good Neighbor" were recorded on audio and video tape, Biang said.

Biang said 11 of those charged have been arrested, while warrants remain outstanding for the other 10.

He said many of those charged are career criminals -- they have a total of 150 prior arrests among them.

All have been charged with unlawful possession and unlawful delivery of a controlled substance, Biang said.
