No witnesses, no weapon in mother's slaying

Monique F. Love's children probably don't know their father.

They certainly don't remember their mother.

On April 13, 1999, the single mother of two was found strangled to death, face down in her bathtub in her two-bedroom, ninth-floor unit in one of Elgin's most notorious apartment complexes.

Elgin Police Det. Brian Gorcowski said an investigation began that morning, when a resident found a 2-year-old wandering through a ninth-floor hallway.

The toddler was taken to the police station, and officers eventually went to Love's apartment, number 905.

Gorcowski said the officers heard loud music, but there was no answer at her door or telephone.
