When will Route 53 get its extension?

Can someone please explain to me how the Illinois Tollway Authority can build a 12 mile extension into the corn fields of Will County while the citizens of Lake County cannot get a north extension of Route 53/Interstate 355 ? We continue to choke in traffic while the politicians of Lake County completely ignore the issue.

But than again, as we view the incompetence and pay for play that goes on in Springfield perhaps this is no mystery at all. Maybe we could make a push to have a north 53 extension completed in the next six years so former Gov . George Ryan could use it when he returns to his home from prison in Wisconsin.
