Elgin High police liaison arrested

The Elgin detective who works as the school liaison officer at Elgin High School was arrested Saturday and charged with DUI and fleeing from Bartlett police.

Phillip Brown, 36, was clocked traveling north on Route 59 in excess of 75 mph in a 45 mph zone at about 12:30 a.m., police reports say.

Authorities said that when an officer tried to pull over the 2003 Mercedes Brown was driving, he sped up and ran a red light at West Bartlett Road. Backup was called, and Brown eventually pulled over near Lake Street and Naperville Road, Bartlett police said.

Officers "observed signs of alcohol intoxication" after pulling Brown over, according to the police report. Bartlett police did not say whether a Breathalyzer test was administered on Brown at the scene.

Police said Brown gave his address to authorities as being in the 100 block of Douglas Avenue in Elgin -- the same block on which the Elgin Police Department is located.

Elgin Area School District U-46 spokesman Tony Sanders said Brown has since been removed from his police liaison position at Elgin High.

"He has been replaced, at least temporarily, by another officer," Sanders said.

Elgin police spokeswoman Ann Dinges said an internal investigation has been opened regarding Brown's arrest. She declined to comment further.

Brown did not return a message left on his Elgin Police Department voice mail late Tuesday.

In addition to charges of driving under the influence of alcohol and fleeing and eluding a police officer, Brown was charged by Bartlett police with speeding and disobeying a traffic control device.

Brown is to appear in DuPage County court Nov. 20.
